Trade hub basically increases the collection radius of a starbase by 1 jump (that is one hyperlane hop). To collect trade you need to create a trade route that connects the starbase (collecting the trade) to any of the other nearby starbases or to your capital planet. At the end all trade routes must end at your capital planet.
